Glencar Appointed to Pagabo’s £4.29bn Civil Engineering, Infrastructure and Enabling Works Framework

Glencar has been appointed to Pagabo’s new £4.29 billion National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, supporting the continued growth of its Civil Engineering & Infrastructure capability across the UK.

The four-year framework provides public and private sector organisations with access to appointed contractors for civil engineering, infrastructure and enabling works projects.

Managed by Pagabo, with YPO acting as the centralised procurement authority, the framework brings together 111 suppliers across 13 lots covering a broad range of infrastructure and enabling works. It will be available for use across sectors including central and local government, NHS, blue light, housing and education.

The appointment provides Glencar with a further route to market for its growing Civil Engineering & Infrastructure business, building on its experience delivering complex civils, enabling works and infrastructure as part of major development programmes across the UK.

Peter Goodman, Managing Director at Glencar, said:

“Our appointment to the Pagabo framework is another positive step in the continued development of our Civil Engineering & Infrastructure capability.

“We have built up a strong portfolio of experience in this area and the framework provides an important route for us to bring that expertise to a wider range of clients and opportunities across the UK.

“We look forward to working closely with Pagabo, YPO and the other framework partners to understand their priorities and play an active role in the framework over the next four years.”

David Llewellyn, Construction and Infrastructure Director at Pagabo, said:

“The launch of the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 marks an important step in providing public sector organisations with access to a broad range of specialist expertise and delivery capability. The range of suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK. Through the procurement support that Pagabo provides, and the ambition proven by the appointed suppliers, the infrastructure sector is in safe hands.”

Glencar’s Pre-Construction Director Barry Wilkes will represent Glencar at Pagabo’s framework mobilisation event at Coventry Transport Museum on 13th October, where appointed partners will come together to discuss the mobilisation programme, strategic priorities and approach to collaborative working.

The framework is compliant with the Procurement Act 2023 and Procurement Regulations 2024 and has been established to support transparent and compliant procurement while delivering quality, value for money and social value outcomes.
