Oppenheim Architecture’s New Boulevard Tower Breaks Ground In Tirana, Albania

Located at the Intersection of Tirana’s Civic Spine and Planned Central Park, the 38-Story Tower is Helping to Shape the City’s Evolving Skyline
New Boulevard Tower, designed by Oppenheim Architecture, recently broke ground in Albania’s capital. Rising 38 stories, the residential tower will become one of the tallest buildings in Tirana and a prominent landmark along the city’s expanding Northern Boulevard. Located on a pivotal site that connects the historic north-south axis with Skanderbeg Square and River Tirana, New Boulevard Tower will also act as a gateway to the planned Central Park, further establishing New Boulevard as the city’s civic spine.
The project is part of a broader initiative to transform Tirana into a more sustainable capital, with more than 65% of the reenvisioned city dedicated to pedestrians and cyclists. Positioned next to a major public square and forthcoming park, New Boulevard Tower is a prime example of how thoughtful design is playing a critical role in shaping the city’s new urban identity.
With multiple projects underway and a dedicated studio in Tirana staffed by local architects, planners, and designers, Oppenheim Architecture has been a long-standing contributor to Albania’s strategic transformation. New Boulevard Tower reflects the firm’s ongoing investment in the country’s architectural evolution, alongside civic and cultural projects like the College of Europe and Besa Museum.
“Embodying Oppenheim Architecture’s philosophy of building with the land, New Boulevard Tower will create spaces for culture and connection at multiple scales, while contributing meaningfully to Tirana’s skyline,” said Beat Huesler, Europe Director of Oppenheim Architecture. “This is one of many projects we are delivering in Albania, working from our dedicated studio in Tirana to support the city’s evolution through lasting, meaningful architecture that reflects place and community.”
The ground-level New Boulevard Tower features an urban plaza that links the boulevard, square, and park, encouraging pedestrian circulation and creating a lively space for social gathering. Inside the tower, each apartment features a continuous wrap-around balcony and ample natural light.
The top three levels are penthouses that offer panoramic views of Central Park and beyond. The tower’s cast-in-place façade combines textured surfaces and Tirana-inspired pigments, creating a dynamic visual experience that shifts with light, shadow, and perspective. Sustainable strategies integrated into the design, such as green rooftops and energy-efficient systems, help to advance the city’s broader environmental goals.
As the Albanian capital continues to evolve, New Boulevard Tower embodies Tirana’s dynamic future as well as the firm’s enduring commitment to creating site-responsive, culturally resonant architecture.
Building on years of collaboration in Albania with its dedicated local studio, Oppenheim Architecture is shaping the nation’s urban and cultural landscape through thoughtful, transformative design. With each project, the firm continues to craft spaces that resonate deeply with place, people, and possibility.
